I have had fish for many years and currently keep tropical fish, bettas and shrimp. I wanted to start a goldfish tank again, and have a 40B that I was planning on adding 3 fancy goldfish to as well as a HOB AquaClear 110 and a Eheim 2217 canister filter.

I had a Ryukin, fantail and black moor that were just chain-store fish. Now that I have some experience with keeping fish (over 2 decades worth) I want to get some better quality fish from breeders, but am not 100% sure on what type of fancy goldfish I will get. Was considering between 3 veiltails, or 3 moors, or 2-3 BEP/phoenix.

You can't really get the BEPs they are rare and only specialist breeders get them. Veiltails are hard to find depending on your area. Why not mix it up? Like get different fancies and put em together.

I have butterfly telescopes, and a lionhead. Orandas are my favorite and as soon as my third tank is up and running, I'm hoping to maybe get some from East Coast Goldfish, we'll see.

Since you took a fancy to moors, why not get 1 moor, 1 red & white butterfly telescope, and 1 calico butterfly telescope? It'd give you some color in your tank, but the fish would still look somewhat similar or related, if you get my meaning. Could be a very pretty mix. :)
