What is the reason to cost stiff or soft tail?

Soft tail - The tail opens up into the above shape in a stationary position or when gliding in the water, but folds slightly(gracefully) when swimming with the two ends moving like when we walk. i.e. left, right, left right.
Stiff tail - The tail has similar characteristics to the soft tail, except that it looks very stiff or hard. Tail does not fold much when swimming, sometimes the tail swings from side to side in order to swim forward. Gliding, I feel does not happen at all
