In Singapore, some of the Goldfish Competitions take into account the size of the fish. This is to encourage the local hobbyist to compete and leave the larger fish for the pro and advance hobbyist to compete.

Even Aquarama 2009 (probably the biggest aquarium exhibition and competition in the world) caters to this classification.

One is to classify the length of the fish from:
a. mouth to tail tip
b. mouth to tail joint.

Which do you think is better?

I think that mouth to tail joint is better.

Body length without tail is definately the way to go. I even wish they would have more than two class sizes. For example: Up to 2", 2-4, 4-6 and Jumbo over 6. :) Or something along those lines.

TVR competitions in Thailand and Singapore have length classification. It goes something like this:
a. Junior Tosai - 8.0 to 10.0 cm
b. Tosai - 10.1 to 12.0 cm
c. Nisai - 12.1 to 14.0 cm
d. Oya - 14.1 above
